Nuclear Development Denial VS. Nuclear Development Transparency

Cold War Paradigm is a not a task based paradigm that is flexible and adaptable to subjects, objects, and rights. Cold War Paradigm is history. Nuclear development, however, has merged with the Cold War Paradigm. Nuclear development should be merged with the New Rules Sets Paradigm that is flexible and adaptable to subjects, objects, and rights.

The United States can shift from nuclear development denial (Cold War Paradigm) to nuclear development transparency (New Rule Sets Paradigm.) North Korea, Pakistan, Russia, France, China, and India will spread nuclear development with or with out the United States.
