The event is designed to bring about the promotion and safeguard of freedom and democracy through an international framework and response to terrorism by military, political, diplomatic, economic, and social means. For the only alternative to not safeguarding and promoting freedom and democracy is tyranny and terrorism. Only freedom and democracy can defeat tyranny and terrorism. No other system of government has legitimacy and no other system of government addresses grievances. Non-Combatants promote and defend freedom and democracy. Freedom and democratic actions must be meet with military, political, diplomatic, economic, and social solidarity and inclusiveness. Non-Combatants play a strategic role in protecting freedom and democracy by countering extreme ideologies and violence.
